   Pre-Election Testing of Voting Machines

  • GAB continues to ignore the motion passed by the SEB in November 2007.  See page 4 of the minutes, and see the letter requesting this.

  • MOTION: DIRECT STAFF TO BEGIN TO DEVELOP ADMINISTRATIVE RULES FOR PRE-ELECTION TESTING AND PRE-RECOUNT TESTING OF VOTING EQUIPMENT.

  • July 2008 Letter to GAB criticizing the current procedure in the Election Administration Manual

Pre-election testing is often called Logic and Accuracy testing, or L&A.  In Wisconsin, L&A testing is the best way to promote accuracy of the machine count.  Other methods such as manual recounts or audits before certification are rarely done in Wisconsin.

Fair Elections Wisconsin is encouraging people to observe the pre-election tests of the voting machines.   Purposes:

  • Learn about the testing so we can criticize and contribute to the upcoming rules for testing.

  • Gather evidence to encourage prompt promulgation of rules for these tests.

Here is a 36 page Guide to testing by John Washburn.  Here is his executive summary.

Here is an extensive tool for observing and recording results from a pre-election test, by Verified Voting.
